  参考范文:

  There is a popular assertion that the government should not cover all the spending of a university; instead, government funding should only be given to the best students as scholarships, and universities should find other sources of income, such as student fees or private donations, to fund their operations.

  Many concerned citizens have subscribed to this view on the basis of arguments such as that the government must set realistic public spending priorities due to a limited budget and that students with a proven academic record in their chosen fields of study are likely to make greater contributions to society. But in my humble opinion, instead of reaching a conclusion based on these arguments alone, we need to take a more holistic approach and take into account a number of other equally important factors.

  To begin with, not everyone can be the best, but everyone has their role to play in society and a society cannot achieve its maximum potential with just a handful of very talented people. For instance, a space programme cannot be successful with only a few extremely smart physicists and astronauts; millions of well-educated and capable engineers and workers are also needed to ensure the reliable performance of every single component. In other words, university education benefits not only the brightest; it helps every individual member of a society achieve their full potential, which in turn helps the whole society to prosper.

  Furthermore, universities do not just provide academic education but also help students to develop socially and personally. Studies have shown that people with a university degree are not only more productive or successful; they also tend to be more socially responsible and charitable. Because of this, access to higher education should be a basic right of every citizen, and only then can we establish a more cohesive and inclusive society, where no one is afraid of taking responsibility for his or her actions. Free university education for all citizens is already a reality in many countries, such as Finland and Germany, and these countries in general tend to have very low crime rates, as well as significantly less social disorder or conflict.

  To conclude, despite the fact that some concerned citizens may hold a different view, I disagree with the notion that government funding should only benefit a selected few. Instead, I believe all citizens should be entitle to free  niversity education funded by the government, and the success stories of countries like Finland and Germany have shown that this will have many long term benefits to both the individuals and the society as a whole.
